Description
The eight regional library boards outside of the HRM have formed a new public library consortium, called Same Page. Participating library boards include: Annapolis Valley Regional Library, Cape Breton Regional Library, Colchester-East Hants Public Library, Cumberland Public Libraries, Eastern Counties Regional Library, Pictou- Antigonish Regional Library, South Shore Public Libraries, and Western Counties Regional Library. Together, the Same Page consortium will serve 55% of Nova Scotians. Present State: Currently, regional library collections are siloed from one another; library patrons are not able to do a comprehensive search of resources belonging to all regional boards and there are barriers to interregional access/sharing of resources. Each region has its own set of circulation policies governing access to library resources which means there isn’t a common user experience across the province, and each region has their one unique library card. Future State: The purpose of the Same Page consortium is to oversee the governance, implementation, and ongoing development of a new, shared database and public catalogue of library resources, with a common set of circulation policies and ONE universal library card. The projected public launch date for the new Same Page database and public catalogue is November 2021.


Responsibilities
Same Page is inviting proposals from qualified marketing individuals or firms to establish a brand identity. We require the following: • Same Page Logos (i.e. with multiple iterations) • Brand Creative Elements (i.e. marketing graphics and tagline) • Brand Style Guide (i.e. color palette, custom icons, font preferences) The branding elements listed above will be used on the following, which wili be created by regional library staff (i.e. outside the scope of this request for proposals): • Same Page library cards; • Same Page web presence (i.e. online catalogue); • Public Relations (i.e. news releases) • Social media posts; • Marketing tools (i.e. posters, brochures, etc).
BUDGET Same Page has allocated a budget of $20,000 (before HST) for the aforementioned work. BRAND VISION All partners are very excited about the realization of the Same Page project, as it will truly revolutionize public library access here in Nova Scotia. • Our Vision is that

    PROPOSAL SUBMISSION REQUIREMENTS All quotes must be received by November 10, 2020 at 5pm. Proposals received after the closing time will not be considered and will be returned unopened to the Proponent. Proposals may be emailed to Tiffany Bartlett at In order to be eligible for further consideration, proposals must include the following: a) Samples of work designed by the proponent; b) Contact information for proponent; c) Proposal for requested branding elements
  1. ; d) Statement of copyright conditions; e) identification of the project manager who will be the primary liaison with library staff; f) Detailed work plan and timeline for project; g) Total fixed project costs before HST; h) Payment schedule and any additional costs; i) Three (3) references of any work of a similar nature performed by the proponent in the last three years. j) Any additional information that wifi provide insight and confidence in the proponent’s organization. Additional information could include: a corporate profile, including your company’s experience; total number of employees; your overall corporate experience; major client listing; and previous experience with the non-profit community service sector. k) All proposals are to be submitted duly signed by an authorized official able to commit the proponent to the terms outlined in the Proposal. I) The proposal, including pricing, must be guaranteed for no less than ninety (90) days. Please note that the successful proponent must provide evidence that they are in good standing with the Worker’s Compensation Board of Nova Scotia, and must remain in good standing with WCB for the duration of the contract.
  2. Please note that any preparation of artwork without a written authorized contract will not be financially compensated. Page 2 of 3 PROPOSAL EVALUATIONS The proponent must be willing to arrange an interview/meeting/presentation with the Same Page Marketing Committee prior to the award of the contract, if requested. The criteria for evaluating proposals will be consistent with the following: a) Experience and expertise of the Proponent 20 points b) Creativity, approach and techniques 40 points c) Stated deliverables 25 points d) Time and program delivery 15 points Same Page reserves the right to negotiate any or all conditions of the proponent’s proposal. The contract will be awarded to the qualified proponent whose proposal is most advantageous to the Library. The selection of one proponent over others does not mean that the other Proposals lacked merit, but that all factors considered, the selected Proposal was deemed to provide the best value to the Library. Same Page reserves the right to cancel this RFPor reject any and all proposals for any reason or seek to do this project through other means. Thank you for your consideration.
